Meeting in the exhibition Otolith Group with Professor Francisco Nunes Correia, Universidade Técnica de Lisboa.

The exhibition "Novaya Zemlya" [Newfoundland], shows a set of three films that focus on the aesthetics and policies of water, revealing a poetic way to see the issues related to hydrolytics and the cultural, economic and imaginary management of natural resources . Water arises in these films, in a transversal manner, as an agent of social change and underpinning economic and cultural flows. This issue isn’t only important in the artistic context, but is also present in the space of public discussion and major concerns exist in terms of the management of natural resources and the associated geopolitical issues. For this reason, we decided to launch a challenge to Francisco Nunes Correia - Professor at the Universidade Técnica de Lisboa, Chairman of the Portuguese Water Partnership - to talk to us, on the basis of a guided tour to the works of The Otolith Group, about issues of the imaginary universe and the geopolitics of water and management of the planet’s water resources.

Francisco Nunes Correia received his Ph.D. in Civil Engineering from Colorado State University, USA. He is the Associate Professor at the Universidade Técnica de Lisboa and Senior Researcher at LNEC. He received the Manuel Rocha Prize from LNEC and the Research Prize from the Portuguese Water Resources Association.
Between 1986 and 1989, he worked as Director-General for Natural Resources, of the Ministry of Planning and Territorial Administration. He was nominated Coordinator for preparation of the first National Environmental Policy Plan, between 1993 and 1995, and National Coordinator of the Polis Programme, between 1999 and 2003. In 2004 and 2005 he served as President of the National Laboratory of Civil Engineering (LNEC). He has been the European coordinator of several EU research projects, including Eurowater and Water 21. He is a World Bank Consultant on projects in the area of water resources (PROSAN and the Proágua/Semi-arid project) and a consultant to the Macau government in the area of environmental planning and management.
He served as Minister of the Environment, Territorial Planning and Regional Development between March 2005 and October 2009. In June 2010, he was awarded the rank of Grand Officer of the Order of Infante D. Henrique by the President of the Republic for performance of these functions. In October 2009 he resumed his previous duties, which he had exercised since 1998, as Professor Emeritus in the Scientific Area of the Environment and Water Resources, of the Department of Civil Engineering, Architecture and Earth Resources of the Instituto Superior Técnico. He is the Chairman of this Department and the "Civil Engineering Research and Innovation for Sustainability" Research Centre (CERIS). He is the founder of the Portuguese Water Partnership (PPP) and has been Chairman of this organization since June 2011. He was appointed by the European Environment Commissioner as a member of the "High Level Steering Group" of the European Innovation Partnership on Water.
Between 2011 and 2013, he worked on the cooperation project, "EU – Brazil Sectoral Dialogue" funded by the European Commission, including contributions to the "Water for All" programme of the Ministry of National Integration of Brazil. Since 2012 he has been collaborating with the OECD in the "Water Governance Initiative" and in the "OECD Policy Dialogues on Water Governance”, first as a "reviewer" for the evaluation of water policies in the Netherlands (2013) and later as an "expert" in Brazil (2014).
Throughout his academic and professional life, he has vast experience as a researcher, teacher and consultant in the areas of the environment, water resources and regional development. He is the author or co-author of 10 books and over 130 articles, book chapters and technical reports in these areas.
